Rules and Regulations
The HOA maintains and publishes the rules and regulations for Three Oaks HOA, Inc. These documents are a valuable resource for homeowners related to the standards and guidelines for the community. To view the HOA documents, click the link below, a PDF file will open in a separate window.
Architectural Review Committee (ARC)
The architectural review committee works with residents and helps them to understand the rules and regulations related to the landscaping, fence, trees and exterior home modifications. The committee is a service to help residents avoid issues with the community rules and guidelines.
“When in doubt, submitting an ARC form can help you avoid any possible issues.”
When making improvements, residents are expected to complete and submit an ARC Form for each project. Example projects that require an ARC form include:
Installation or Replacement of a Fence
Installation of Driveway Pavers
Removal of Trees
Structural Additions or Changes to a Home

Form to submit on PMI Capstone Portal
The Three Oaks Community has standards and guidelines for changes and improvements to their lots and residences which are found in the Declaration of Restrictions document (2024). Here is a list of common projects that require an ARC form submitted for approval and the article where the restriction is described.
· Additions and New Construction of a Residence (See Article 3)
· New fence (See Article 3.4)
· Additional Structures such as Sheds (See Article 3.4)
· Playhouses, Swing Sets, Dog Houses (See Article 3.4)
· Major landscaping project including using rocks, stones, sand or other hard surfaces (See Article 4.14)
· Replacement of Tile Roof (See Article 4.4)
· Driveway Replacement, Extensions and Pavers (See Article 4.9)
· Permanent Hurricane Protection (See Article 6.4)
Projects Which Do Not Need Approval
There are many improvements and enhancements to lots and residences that owners can make without the need to seek approval from the HOA. Here is a list of common projects that do not require an ARC form or approval. While a project may not need approval, residents must comply with the HOA Rules and Regulations that govern some projects. Contact a Board Member if you have questions about what is required in your situation.
· Painting the Interior or Exterior of the Residence
· Repairing or Re-surfacing a Pool
· Repairing a Cage
· Planting trees, shrubs or flowers
· Trimming trees and shrubs
· Planting a hedge (see Article 4.13 for rules for Hedges)
· Repairs using the same materials previously approved by the ARC, which do not change the look of the improvement, do not require new approval.
Resident Portal (Capstone)
The Resident Portal, also known as the Capstone Portal, provides residents with access to information and services, such as the annual dues payment, ARC forms, and other beneficial information.

Facebook (Private) Group
The HOA has created a private membership group on Facebook to help with communications and information sharing. The page is restricted to the homeowners of Three Oaks and allows all residents to post and comment on activities in the community. Residents are encouraged to join the group and stay connected with their neighbors. Postings for sales and anonymous postings will not be allowed. The posting of the Facebook page is to benefit the owners of Three Oaks, and no posting will be permited where money is changing hands. When joining, please use your address to verify your membership within Three Oaks; these are approved on a weekly basis. As a resource for residents, the HOA provides the following state, county and community information and links.
Lawn Watering Rules and Restrictions: While the HOA does not have guidelines and rules related to lawn watering and irrigation, Sarasota County publishes their rules and restrictions. For more information, visit Sarasota County Watering Rules and Restrictions.
Trash and Recycling Schedule: The trash and recycling “pick-up” schedule for our neighborhood is Tuesday mornings. Residents may place their trash and containers on the curb, on Monday after 5:00 p.m. For holiday and hurricane schedules, please visit Sarasota County Solid Waste Management.
